Homeowners Association
Our association (HOA) consists of 353 residences and a substantial amount of commonly owned open space.  We are a
non-profit corporation as established by our Articles of Incorporation.  We were incorporated in the State of Arizona in April,
2003, and are run by a board of directors.  Each board member is elected by the Association membership at the
Association's Annual Meeting (held in December) for a two-year term.  Board terms expire on December 31 with two or
three seats up for re-election by the general membership each year.  Newly elected board members begin their respective
two-year terms on January 1.  

Each year; typically in late December or early January, the Board convenes an "organizational meeting" to select one director
for each of its Officer positions.  Officers serve for a one-year period.  

The responsibility and authority of the association and of its Board of Directors is derived from the Declaration Of
Covenants, Conditions, Restrictions, and Easements for Desert Willow Estates as last filed with the Pima County Recorder
January 9, 2003.  The recording document is also known as the CC&R.

The CC&R covers the structure of the association, including items such as voting rights, purpose, board of directors, rules
and regulations of the association, and exterior maintenance and change restrictions, but is not limited to the above items.

The Association is also governed by Bylaws.  The authority of the Bylaws is derived from the CC&R's.  Other governing
documents are the Articles of Incorporation, the Design Guidelines, the Hearing and Fines Procedure, and the Architectural
Control Procedure.
